Incorrect first frame of video exported while viewing media in Viewport

1. Create 2 distinct videos
2. While playing video 1 in the Viewport, export video 2

or 

1. Create 2 distinct videos
2. Save and re-open the project
3. With video 1 open (not playing), export video 2

Result: The first frame of the export will be from video 1, the remaining frames are correct
