Pasting an Emitter In Niagara System is not created at cursor position

Not a regression as this also occurs in //UE4/Release-4.25.4

Behavior should work like other BP nodes, where copy/pasting puts the node where the mouse cursor is located.

Current behavior is time consuming and causes confusion for users, especially with larger systems.

1. Open any project
2. Create and open a NiagaraSystem with any emitter
3. Select an Emitter in the System Overview tab
4. CTRL + C (Copy)
5. Move the mouse cursor to a different location
6. CTRL + V (Paste)

Result: Emitter is pasted next to the emitter that was copied

Expected: Emitter is pasted to the mouse cursor location
