Please note, during this repro, when I attempted to change the colour of the layer_inst using the colour wheel, it would not save the updated colour. This may be a separate bug.

Open layered_material_Inst and check the background colour is the same as "layer_inst" material.
Change the base/default colour in "layer_inst" and save/apply.
Re-open the layered_material_inst, the colour has not changed and requires a manual refresh using the arrow button.
