When using a child blueprint that calls a parent blueprints tick and its functions, The event is not being called if you package the project for shipping Win (32-Bit)

Unable to test in main due to packaging issues.
1) Open a new template project
2) Once open, right click in the content browser and create a Blueprint Actor
3) Double click to open the Blueprint
4) Go to the event graph of the BP and setup the Blueprint as it is shown in the attached photo.
5) Be sure to compile and save the blueprint
6) Go back into the content browser and right click on the blueprint that was just created
7) From the options, select 'Create Blueprint Based on this'
8) Once a Child BP is created, drag the child BP into the level and save all
9) If you PIE, you will see Hello down the left side of the screen
10) Select File>Package Project>Build Configuration and change the option for development to shipping
11) Click back on File>Package Project>Windows> Win (32-Bit) to package your project
12) Locate the packaged project in Windows Explorer and then double click the exe file of the packaged project to open.
13) You are unable to see 'Hello' down the left side of the screen.
