User did convert the project to 4.7.2, but they don't know which project it was made with originally (all he gave me was that it was a long time ago)
Unable to repro by converting projects (code and bp) from older engine versions. However, he sent us his project. I can see it locally in his project.
NOTE: User is able to create new projects where the Merge Tool Toolbar appears as expected

1. Download and open user's project from link in the description
2. Find any blueprint in the Content Browser
3. Open the Blueprint
4. Go to File>Merge from the BP Editor
Result: Merge tool's toolbar icons do not appear as expected
