VR preview is grayed if the editor is started with the Oculus turned off

If the editor is started up and the Oculus is not turned on. The VR mode will be grayed out and unavailable until the editor is restarted with the oculus on.

1. Make sure the Oculus Rift is turned off
2. Open the editor
3. Click the down arrow Next to the play button
4. The VR Preview should be grayed out (expected)
5. Turn on the Oculus Rift
6. Click the down arrow next to the play button again
7. Notice the VR Preview is still grayed out
