Controller 2 is not getting routed to the scene viewport unless the viewport has been clicked.
Run QAGame standalone in debug with 2 controllers attached
Put a breakpoint in FSceneViewport::OnKeyDown with the condition InKeyEvent.UserIndex == 1
Click the mouse to shoot
Press a key on the second controller, notice the breakpoint gets hit
Hit F5 to continue
Press the key on the second controller, notice the breakpoint does not get hit
Click the mouse
Press the key on the second controller, notice the breakpoint get hit again.
