Data Validation Is Not Detecting References Correctly in Third Person Template When Assets Are Migrated

Data Validation is not detecting soft references correctly in the TPS template. 

Regression does occur as tested in //UE4/Release-4.27 @ CL 1831986 EGL Live.

Repro Steps:

1. Create two TPS projects - DataValidate1 and DataValidate2.
2. Open the DataValidate1 project and migrate the Character folder assets to DataValidate2.

Expected: A warning message occurs asking if you would like to overwrite a selection of assets, then the assets are migrated and the list of migrated assets is displayed in the Asset Tools Message log.

Actual: A message occurs warning that some assets cannot be migrated because of no root content folder and no list of migrated assets is displayed in the Asset Tools Message log.
