Here are gif screenshots of the different results in UE and Unity of the same operations.

Steps to Reproduce
  1. Attach actor B and actor C to actor A.
  2. Rotate actor B 30 degrees for example.
  3. Scale actor A along the x axis.
  4. We would notice actor B is scaling in it's local space, not in actor A's local space as expected.
