Description

Adding to Struct causes 'Inappropriate Outermost' warnings to be spammed to the Output Log

Steps to Reproduce

1. Open 4.8 Preview 4 or Main as of CL-2572205
2. Create a new Topdown template project
3. Add a Struct & open it
4. Add a new variable (1 bool is fine)
5. Save
6. Open the TopDownCharacter bp
7. Create a new Function
8. Add a make and break node of the new struct
9 Compile and Save.
10. Close and Reopen the project
11. Open the struct, add one variable, and save
12. Close the editor, when prompted to save the character .uasset do so
13. Reopen the project
14. Open the Output Log

Results: The Output Log will be spammed with 'Inappropriate Outermost' warnings

Expected: To be able to add variables to the struct without causing warning/errors
