Data Layers Outliner does not remember selections on editor restart

Regression: Tested in UE5/Release-5.0, this issue occurs so this is not a regression.

1. Create a new project with a World Partitioned level
2. Under Window > World Partition, enable the Data Layers window
3. Right click in the Data Layers window and create 2 New Data Layers
4. Toggle the first Data Layer
5. Right click the top row to add a column, toggle Initial State on
6. Save and restart the project

Actual Result: Data Layers that were toggled off are toggled on, and the Initial State column has been toggled off

Expected Result: The Data Layers window remembers what has been enabled and disabled upon editor restart
