This bug is being entered for integration purposes. This is already fixed in 4.9 Main with one of Lina's changes (CL:2584657).
Wanted to try and get this into a 4.8 hotfix
1. Download attached FBX files
2. Import ManalockGame.fbx as a skeletal mesh with default settings
3. Attempt to import RunN.fbx (it is a bones only fbx with animation for the ManalockGame skel mesh)
Result: Editor does not recognize it as skeletal
