Non-deterministic cooking issue in .uexp of level asset file

Description

There is a deterministic cooking issue with .uexp map of level asset. [Link Removed] is the similar issue  fixing by CL#19723275, but it still there. 

Steps to Reproduce
  1. Open ThirdPerson template.
  2. Packaging project.
  3. Rename the cooked folder "/Saved/Cooked" to "/Saved/Cooked_".
  4. Packaging project.
  5. Compare binary diff "/Saved/Cooked" and "/Saved/Cooked_".

Result:

ThirdPersonExampleMap.exp has binary differences.

Expected:

No difference in ThirdPersonExampleMap.exp.
