Submix Level's minimum changes from -96dB to -60dB after making any changes to value

Reproduces 3/3 times. Issue does not occur in //UE5/Release-5.1 - CL 23901901 Binary. Confirmed Regression.

1. Create and open a new Sound Submix asset
2. In Details panel, click on the Dry Level (dB) value (should say -96.0)
3. Click anywhere else to remove focus

Actual Result: Value changes to -60.0, minimum cannot be set any lower

Expected Result: Value should not change, and minimum for all values in Submix Level should be -96.0
