VSM cached shadows not updated-invalidated when masked material parameters are updated at runtime

Steps to Reproduce
  1. Download attached repo
  2. Play in editor, observe the shadow from the green pillar does not change as the
    masked material does, when not updated from another source (IE, character or
    camera moving)
