From AnswerHub: Utilising 128 textures in a material does not work in Linux, its still limited to 16 (actual 12) on OpenGL platforms, I looked at the commit that implemented it and I don't see anything limiting it for D3D, PS4, or XBone only.
Linux & Windows under OpenGL 4 should be able to use more than 16 samplers where the device is capable. All 4.3 devices should be capable of a greater min. (32? - need to check specs) which should be the baseline for this mode.
1. Create a material with more than 16 samples.
2. Material editor will warn that this is greater than 16 when running under an OpenGL platform
