Windows SDKs not recognized for HoloLens Development

Description

This is a regression as the issue does not occur in //UE5/Release-5.1 @ CL 23901901

Steps to Reproduce
  1. Open a HoloLens compatible project
  2. Open Project Settings > Platforms > HoloLens > Windows SDK Version 

Expected Results: All other installed Windows 10 SDKs later than 10.0.17763.0 should be available to select 

Actual Results: Windows SDK version 10.0.18362.0 is the only available option.
