This behavior has changed from UE4 to UE5 due to a fix to an unrelated bug ([Link Removed]).
Reintroduce the old behavior without causing a regression that reintroduces Ben's fixed bug.
As indicated by this UDN, dragging and dropping a material layer (from one to another) in the Layers panel will swap the two layer positions. In UE4 the dragged layerwould be inserted immediately after the target layer.
