Morph Target Normals not importing as expected when Normals are locked

User's morph targets are creating strange normals when the normals are locked in Maya upon export

Cannot find suitable workaround.

Steps to Reproduce

1. Open Maya file
2. Export all and include morph targets
3. Import FBX into UE4, enabling "Import Normals" on import options and ensure that morph targets are enabled
4. Open the Skeletal Mesh
5. Manipulate any of the morph targets

Result: Strange normal behavior. See attached image
