Timelines do not parse "," in numeric fields the same as the rest of the editor

1. addTimeline to a blueprint (right click in event graph, type in "Add Timeline") 
2. open timeline (double click the node)
3. notice default timeline length is 5.00
4. change it to "2,20" with a "," as delimiter
5. it jumps back to "2.00" as it doesnt convert it, which is annoying

It should work like this:

1. add a float track, add a point.
2. Change the time or value of the point to "2,20"
3. it converts the text and sets the value to "2.20" correctly

Other places in the editor do this correctly, and it is annoying for users outside of the US that use "," as numeric delimiters much more often
