GetSoftBounds for SteamVR Chaperone returns bogus numbers with VRmonitor not running

The "Get Soft Bounds" node returns bogus numbers instead of just all 0's if the VRMonitor is not running.

Found on UE4-Releases 4.9: CL-2673023

1. Do not have steam's VRMonitor running on the machine
2. Open UE4Editor.exe QAGAME
3. Set up a VRChaperone component
4. Place a get of it, drag off, place a Get Soft Bounds node
5. Connect it to a Set (promote it to a variable)
6. Watch the return value, PIE
