Foliage Instanced Actor Created Outside Level Instance when moving Base

Steps to Reproduce
  • Have a level instance that contains an actor with foliage attached to it.
  • Place level instance into a WP level.
  • Open level instance for edit and move the base actor the foliage is attached to.
  • Notice how IFAs are created in the main WP level.
