A licensee reported that packaging the build with same content (it is unclear if they were rebuilding the DDC between the runs, but it shouldn't matter) produces a different placement of code chunks in the IoStore container.
Note: they also complained of differences inside .ushaderbytecode, but those are out of scope for this JIRA (as that format will not be included in a build with IoStore enabled).
1. Package the same project with a non-trivial content (e.g. CitySample) into two different folders on your machine
2. Compare the contents of these folders
3. Most importantly, note the differences in .utoc files
