This appears to also occur on meshes that aren't set to Enable Nanite at all.

Steps to Reproduce
  1. Create a new material
  2. Add the "HeightToNormalSmooth" material function to the material
  3. Input a Constant value of 0.5 to the "Height" input of the node
  4. Use a "TransformVector" node with "World Space" as the source space and "Tangent Space" as the destination space, and connect that to the Normal input on the main material node
  5. Place two static mesh actors in the world using the same mesh, and on one of them set "Disallow Nanite" to True"
  6. Apply your material to both actors
  7. Observe different results in the normal response of the two materials
