Favorite Levels menu is hidden if Recent Levels menu was cleared

This issue is caused by the "File > Favorite Levels" menu only showing up if there are 1 or more recent levels. Once that list is cleared, the "Favorite Levels" menu is never added to the "File" menu.

However, we also need to make sure the "File > Favorite Levels" menu shows up even if there are no favorites because that's the menu that contains the toggle to set/unset a level as a favorite.

Main issue: Favorite Levels menu is hidden if Recent Levels menu was cleared

• Load a level.
• Click on "File > Favorite Levels > Add <current level name here> to Favorites".
• Click on "File > Recent Levels > Clear Recent Levels".

Observe: The "File > Favorite Levels" menu is now hidden.

Secondary issue: Empty Favorite Levels menu

• Clear your "File > Favorite Levels" menu (for example: open each favorite level and go to "File > Favorite Levels" to toggle it off as a favorite).
• Open a saved map (so you have a recent level).
• Create a new level (without saving it).
• Click on "File"

Observe: The "File > Favorite Levels" menu entry exists, but it cannot be opened.
