UE 5.5 delayed Python initialization causes issues

The customer reports that this issue did not happen in 5.4.

• Create a plugin with the default loading phase depending on PythonScriptPlugin.
• Register for OnPostEngineInit in StartupModule.
• Invoke IPythonScriptPlugin::Get()->ExecPythonCommandEx() in your event handler.
  Result: Crash in python311.dll.
  Expected: No crash.
