This seems to occur regardless of which filter is used and whether bNetLoadOnClient is true or not.
Create an actor class with bAlwaysRelevant=true.
Configure this class to use either DynamicFilterName=None or the AlwaysRelevantNetObjectFilter,
Place an instance of this actor in the map.
Use the debug command Net.Iris.PrintAlwaysRelevantObjects, and observe that the list does not include the actor.
