Can't sync referenced assets while the editor is open.

Description

If an asset file is checked out / edited in source control and checked back in, others will see the yellow exclamation mark to indicate that there is an update to the asset but choosing to sync does not apply those updates until the editor restarts

Steps to Reproduce
  1. Open UE4Editor (any template)
  2. Connect to Source Control
  3. Add new Blueprint based on actor
  4. Submit project to Perforce
  5. Have second computer pull project from Perforce
  6. Open project on both machines
  7. Check out Blueprint on Machine 1
  8. Have machine 2 refresh the asset (shows a blue check mark to indicate checked out)
  9. Have machine 1 edit blueprint and check back in
  10. Have machine 2 refresh the asset (shows a yellow exclamation mark to indicate update to the asset)
  11. Have machine 2 sync to the blueprint

Result:
Sync completes however the changes from machine 1 do not appear on machine 2
