The feet are broken on Jog_Lt_Rifle animation in the AnimStarter Pack
User says that this Animation also doesn't loop very well...and while he does kind of jerk his body a bit on the loop, I don't think it's a huge issue.
1. Find the AnimStarter Pack on the marketplace
2. Download and add it to a project
3. Locate the Jog_Lt_Rifle and open it
Result: Feet rotate 90 degrees at the points where they are on the ground
Expected: No sudden rotation of the feet
