Description

Icons are being occluded when you shrink the actor panel in Sequencer. The expected behavior from the rest of the editor is to prioritize the functional UI elements

Steps to Reproduce

1. Create a level sequence and open it
2. Add a few actors from your level
3. Grab the right side of the actor panel
4. Shrink it until you start to clip some of the actor names

Result: Icons for New Track disappear

5. Drag further until you clip track names

Result: Key icon disappears
Expected: Functional icons take priority over actor/track names
