From the UDN: When importing a glTF file from Blender with both skeletal and morph animations, only the bone animations are imported - the morph animation curve is completely missing.
Morph animations of static meshes (exported without an armature) work as expected.
I tried every import and export setting combination I could think of but it just won't work so I can only assume it's a bug.

Steps to Reproduce

Import the glb into the engine. To see how it would look like please import into a web gltf [Link Removed]:

Import as asset :  only the vertical animation is in the anim sequence, the morph animation is missing

Import as level:  only the vertical animation is in the anim sequence, the morph animation is missing. In that case should we not get those in a level sequence?
