it was removed as it is no longer part of the GBuffer and not easily available in later passes. We might add a visualize showflag but that would be another feature.
The Buffer Visualization for DecalMask is no longer an option. Also, when looking at the Buffer Visualization Overview the DecalMask slot has been removed.

2. Place a Decal Actor in the scene
3. Place any static mesh over the decal
4. Select the SM and in the Details panel disable "Receives Decal"
5. Change the Buffer Visualization to be on DecalMask

Results: This Buffer Visualization is missing in 4.11
Expected: Buffer Visualize for Decal Mask will be selectable.
