Description

After enabling the Sequencer plugin, opening Sequencer from the Window toolbar option brings up an empty window that cannot be interacted with.

Is this a regression:
No - Issue occurred in 4.10.4 as well

Steps to Reproduce
  1. Open UE4 Editor
  2. Navigate to Edit->Plugins->Editor
  3. Enable Level Sequence Editor and restart project
  4. After project restarts, navigate to Window->Sequencer

Result:
Window that opens has no options and cannot be interacted with

Expected:
User is prompted to create a new sequence or select one if one exists.
