This looks to be because the debug drawing uses FQuat:Identity for the capsules, rather than the character's orientation.
On a character using the character movement component, set the component's gravity direction to something other than (0,0,-1).
Play as a client (enabling network emulation settings will increase the chances of corrections).
Set p.NetShowCorrections=1, observe the debug capsules drawn are still oriented vertically.
