This was closed as 'By design'
As it takes some time to re-open the project after enabling the setting, but will eventually load the project. Shaders have to be compiled to apply this setting, so this is the expected behavior, not a bug.
After enabling the new 'Support Global Clip Plane for Planar Reflections' option in 4.12, the project hangs at 45% after restarting.
As a note, I had another teammate attempt to enable this option and it took around 20 mins to get the project restarted.
This was a new feature added to 4.12
1. Create new blank 4.12 Preview 2 project with No Starter Content.
2. Open Project Settings > Rendering
3. Enable "Support Global Clip Plane for Planar Reflections"
4. Press 'Restart Now' when prompted.
