Cannot manipulate Skeletal Mesh Components with Transform Gizmo in Blueprints
This DOES NOT occur in 4.11 or 4.13. Fix from 4.13 will need integration to 4.12.
1.  Create a third person template project
2.  Create a blueprint
3.  Place the Mannequin Skeletal Mesh in as a component
4.  In the viewport, attempt to manipulate the skeletal mesh with the transform tool
Result:  Cannot move the mesh with the transform tool
Expected:  Mesh is movable with transform tool
Note: Can still manipulate transforms in the details panel
