Localization Dashboard is writing the loading policy to the non-default config files

Steps to Reproduce
  1. Enable the Localization Dashboard (Experimental settings).
  2. Change the loading policy of your game target from "Game" to "Editor".
  3. Close the editor.
  4. Observe that Config/DefaultEditor.ini doesn't contain your game path, but Saved/Config/Editor.ini does.
