Touch End events do not fire if asset is moved from under touch location

Touch End does not get fired if actor is not under cursor when released.

Regression (no) issue (does) occur in 4.10.4

1. Download, unzip, open attached project
2. Press Play
3. LMB and hold the green square
4. Release LMB

Results

Release function does not fire, print string "Release Found" does not appear on screen.

Expected

Release Found appears on screen as release function is fired.
