As of 4.9 Dynamic Indirect Lighting with Light Propagation Volumes should be supported for Spot Lights. This does not appear to be the case for several versions that I could see. Using the methods outlined to enable LPV dynamic GI.
Checking this in 4.9 it doesn't appear to work either. I never used Spot Lights with LPV during this time, so I'm not sure if the feature actually ever worked. So with that, I've not marked this as a regression since I cannot confirm that.
1. Add the "r.LightPropagationVolume=1" variable to the ConsoleVariables.ini file in Engine/Config
2. Open a UE4 Project
3. Enable the Directional Light to support Dynamic Indirect Lighting and set the mobility to Movable (Use LPV visualization to verify if not obviously working)
4. Add a Spot Light to the scene and set a different color (easier to spot)
5. On the Spot Light enable Dynamic Indirect Lighting and set it to Movable.
6. Use the LPV Visualization to see the injection into the volume.
Results: Should see dynamic bounce lighting from the Spot Light
Expected: No bounce lighting from the spot light for LPV
