This is an optmization, you can set "r.FastBlurThreshold" to a large number e.g. r.FastBlurThreshold 1000
and it goes away. We might be able to do better but the cvar is the current solution (scalability setting).

Description

As a blooming object (the sun in this repro case) leaves the view via the top-edge of the screen, some noticeable banding occurs.

Happens in both PIE and -game.

Steps to Reproduce
  1. Open UE4Editor.exe QAGAME
  2. PIE
  3. Look at the sun, slowly move it out of view on the top side of the screen

Result: As the sun goes out of view, the bloom effect has some noticeable banding happening.
