Context
Foliage Mode is a set of tools that enables you to quickly paint or erase sets of Static Meshes or Actor Foliage. Level Instancing is a level-based workflow designed to improve and streamline the level editing experience.

Problem
The problem is that moving foliage in a level instance from the main level is duplicating the foliage onto the main level and visually appearing to not be on the level instance anymore until reloading level. The current workaround is to open the level from the content drawer and edit.

Steps to Reproduce

1.) Download and open repro project provided uploaded in ticket
2.) Ensure level "L_Main" is opened (should be opened by default when opening project), if not go to Content Drawer > Content > L_Main
3.) Navigate viewport view to see the level instance (In the outline double left click PlayerStart of L_Main to get close quickly)
4.) Go into Foliage mode; Selection Mode > Foliage
5.) In the Foliage window click on "Select"
6.) Back in the viewport click on any cone (foliage)
Observe: Level Instance foliage is selectable and transform gizmo is offset
Expected: Foliage painted in level instances to not be selectable from main level
7.) Move the selected foliage slightly
Observe: Foliage snaps to the transform gizmo and is a new instanced foliage actor created in the main level
8.) Save and open L_TestInstance, then go back and open L_Main again
Observe: The selected and moved foliage remains and the original one appears back in the level instance, foliage was duplicated and added to main level in step 7
