DeltaCompressionBaselineManager needs to update its scope for the case where objects may be replicated but no connections exist.

Enable delta compression for an actor class that is placed on a level such that it's spawned prior to a connection to replicate to exists, for example when running a listen server.
Verify via Network Insights that delta compression was not enabled for such an object once a connection was replicated to.
