HTML5 is not packaging or launching onto browsers in 4.12.5 on Win10 machines.
1. Get on a Windows 10 machine
2. Create a new project in 4.12.5
3. Package for HTML5 or Launch for HTML5
Expected: The project should package without any trouble.
Result: The project fails when packaging or launching
