Android Projects packaged for arm64 crash on device.

This issue was discovered while smoke testing Release 4.13 for Preview 2.

1. Open a project.
2. enable arm64 and disable arm7 support.
3. Package for ASTC.
4. Deploy to device.
5. Open App.
6. Observe crash error.
