The look at settings are actually on the CineCameraActor only and not the CineCameraComponent. The reason for this is that it those settings control the actor's rotation and nothing on the component itself.
Using a Cine Camera actor as a component in blueprints does not expose the Lookat Tracking settings.
If you simply place a Cine Camera actor within your scene taken from the 'Modes' tab, you will see there is an option for Lookat tracking.
I have added some screenshots for comparison between the actor placed in the scene, and the actor as a blueprint component.
1. Create new blank blueprint project.
2. Create new actor blueprint.
3. Add a new Cine Camera component.
4. Select the component and check the Details panel.
Outcome The Lookat Tracking settings are missing for the Cine Camera component.
Expected The Lookat Tracking settings are available.
