I first experienced this on my Linux machine using a P4 build. I checked it against Windows in DX11 and did not experience the issue.
Afterwards, I followed the above repro steps and saw it was occurring in OpenGL3 on Windows. I checked OpenGL4 after that, and was NOT able to repro the issue using OpenGL4.

The particles from the emitter are almost invisible.
Expected:
The particles are clearly visible and render like the due in OpenGL4 and DX11.
