StrategyGame Performance Regression on iPad Mini 4

Description

We encountered this issue during the Mobile Compat pass for 4.13

4.12 FPS/FR: 60/16
4.13 FPS/FR: 47/20

Steps to Reproduce
  1. Install a packaged Test build of Strategy Game on the iPad Mini 4
  2. Open the app on device.
  3. Open the console and input "stat fps"
  4. Observe the performance.
