Description

When rotating a camera about an actor the motion blur starts to create blocky/pixelated artifacts around the character in a halo. This can be further exaggerated by moving the actor while rotating the camera.

This did not occur when tested with the same exact steps in 4.11.2 Binary

Steps to Reproduce
  1. Open attached project
  2. PIE and while running forward wiggle the mouse left and right so that you get visual distortions like in the screenshot.

Alternate Repro Steps

  1. Open Third Person Blueprint Project for Desktop, High Quality, No starter
  2. While in default level apply a blank material to the floor so that it appears black.
  3. In the postprocess settings for the volume placed in the level change the Amount to 1, and the motion blur Per Object Size to 100
  4. Open the character blueprint and move the camera closer to the player around 130.0, 0, 50
    #PIE and while running forward wiggle the camera left to right while looking at the character.

USER PROVIDED REPRO

  1. Open the Project, hit Play
  2. Start moving the character (WASD, this is simply a slightly modified ThirdPerson Blueprint Project)
  3. Turn the camera a bit if the issue doesn't show up.

NOTE
You can also get this artifact to occur while not in motion however moving forward exaggerates the effect.

RESULT
Pixelated artifacts appear around the character.

EXPECTED
The motion blur effect remains consistent even when rotating camera.
