Create a skeletal mesh in Unreal. In this case it was converted from a Static mesh.
Add a root bone is Skeleton Editor.
Bind Root bone skin
Export Skeletal Mesh to Maya.
Import to see "Error Missing Skin Cluster" and that Root bone is not a bone.
