Decals are no longer rendering correctly with PixelNormalWS plugged into the Emissive or Base Color input.
1. Download and open attached project.
2. Observe how there is color and it changes when you rotate the decal actor.
3. Open a copy of the project in 4.11.2 or later.
Outcome The decal renders black no matter its orientation
Expected The decal renders with the PixelNormalWS colors
